What should you check before you decide?
What will my insurer want?
Some insurers name a shutter type or rating, and many ask for locks and service records. Ask them before you order, as it saves a change later.
What about a fire exit?
A shutter must never trap people in. If it covers an escape route, it needs to be open while the premises are occupied, or opened easily from inside.
How is the shutter controlled?
By key switch, remote or both, and we specify a manual override for power cuts. Keep the override instructions somewhere that staff can find them.

Probably, if it is external. Blackburn with Darwen Borough Council decides. Many councils resist solid external shutters, and some resist perforated ones too. Illuminated signs can need advertisement consent, depending on size, position and area. Listed buildings need listed building consent as well.
